No person shall operate an automobile in said Village or on abutting roads without the engine thereof being muffled, and the use of a cut out is prohibited; any violation of this section or any part thereof shall constitute disorderly conduct. The person violating this section or any part thereof shall be a disorderly person and shall be subject to a fine or penalty of not more than two hundred and fifty dollars for each offence.
